Matthew Guariglia is a historian of policing, race, and the technologies of state power. He is author of Police and the Empire City: Race and the Origins of Modern Policing in New York and coeditor of a fiftieth anniversary edition of the Church Committee Report forthcoming from W.W. Norton. He is currently the National Governing Institutions Fellow at the Library of Congress.
